There are several steps you need to take to enable the feature of having Google Assistant read web pages out loud and use it. First, make sure to enable the screen reader by going to Settings > Google > Manage Google Account > click on “Manage Data and Customization” under Privacy and Customization > scroll down and go to “Accessibility” under preferred general settings on the web > and finally, turn on the screen reader button next to the “Screen Reader” option.

After activating the service, follow the following steps to use it and benefit from it. Open Google Chrome on your phone and go to the web page you want Google Assistant to read. It can be any web page and in any language you want> when the web page is fully loaded, start Google Assistant by continuously pressing the middle of the screen (the home page button) until Google Assistant opens> and once Google Assistant listens to your commands, simply ask the assistant to read the web page for you. The commands can be as simple as saying “read”.
That’s all you need to do. After that, Google Assistant will evaluate what is on the web page and start reading the text. Android will start playing a small player that will guide you through the duration Google Assistant will read the article. Additionally, you can also adjust the reading speed to your liking. When you command it to read, you will be transferred to a dedicated browser designed specifically for the reading feature. In it, you will see the article in the top two-thirds of the interface and playback controls in the bottom part. The webpage is automatically scrolled while being read to you by default. You can also skip back and forth using the rewind buttons next to the play button or by clicking on the paragraph you want to listen to. You can also adjust the reading speed to 0.5x up to 3.0x. I personally think 1.2x is appropriate, but it’s up to your preferences.
